I'd like to setup dev, test, prod urls and have the end user pick a url based on what they want to do

Can the person doing the install pick the URL name or can I prebuild the URL names into the install and then tie them to a feature

Yes, you can browse the available websites and display them in a list or combo box: http://www.advancedinstaller.com/user-g ... e-iis.html.

Regarding the virtual directory name, it supports formatted values. So you can simply use an installer property as the name and allow the user to change that property through the installation UI (for example a custom edit control).
