How to avoid "Unknown Publisher" on UNsigned application?

When installing my application on Windows 7, I get a dialog like this:

User account control
Do you want to allow the following program from an unknown publisher to make changes to this computer?
Program name: [location of installer]
Publisher: Unknown
File origin: hard drive on this computer

The problem is that this is NOT a signed application. I don't mind it informing the user that it isn't digitally signed, but why am I getting a message about an unknown publisher with an application that is NOT signed?

Hi,

"Unknown Publisher" warning is displayed when a package is not digitally signed. You'll need to sign your package so Windows can verify its authenticity.
