Error 2762 trying to launch URL

I have a custom action using the predefined "Launch file or URL" action that launches a URL. I want to execute it when the user finishes cancel. I've inserted it in the Published Events tab of the appropriate control. When I run my setup and launch the action, I get the following error (excerpt from log file):

DEBUG: Error 2762: Unable to schedule operation. The action must be scheduled between InstallInitialize and InstallFinalize.

I understand that 2762 is an error in executing a deferred CA at the wrong time. I should not be getting this since the Launch file or URL CA is an immediate action.

I'm not sure why you are encountering this behavior. Can you please send us the AIP you are using or a small test case which shows this problem to support at advancedinstaller dot com so we can investigate it?
