Hi,

During an uninstall Windows Installer removes all files registered in the MSI (the ones you added in the "Files and Folders" page). If you want to leave a file on the target machine after the uninstall is performed you can use the Permanent attribute for the component of that file.

However, if during uninstall you want to replace the new file with the original, you can use a custom action. Please note that the User Guide contains the Preserve file on install how-to which may help you.
