This behavior is usually caused by a known Windows Installer bug related to file versioning. A solution is to use the "
Ensure that this file overwrites any installed target file" option in the
Version tab of the "Edit File" page. Another solution is to use the "
Install new version first and then uninstall old version" option in the
Upgrades page.
