On a target device, the Wceload tool (Wceload.exe) is responsible for installing CAB packages. Usually, this executable is not invoked directly but rather through the shell, it being associated with the ".cab" / ".cpf" extensions on target devices.
The Wceload tool is usually included as part of the operating system image on most devices, such as Pocket PCs, SmartPhones and even older Handheld PC devices. This is not a general rule however, and Wceload may not be present on some embedded, highly specialized devices. If this Windows CE component is missing on a particular device, there is no possibility to install CAB packages on it.
