Error was the wrong word, sorry about, because the Custom Activity behaves as you would expect it to if the user did not exist.
So if entering a User in a Domain, it always returns No, even if the user exist...
Tested on Windows 7 Enterprise

Yes i have an Enterprise License, but building that dialog is way to much work...
But it does not have to be a dialog as part of the wizard, it could just be executing a .NET custom action maybe?...
