It is not possible to create a demo project or send a working project in which the problem exists. I just moved the shortcuts from the “Application Shortcut Folder” to the “Start Menu - Programs”, and creating the necessary group "Organization-Application Name". That got around the problem...

You tried not exactly the same scenario as mine. Please try to do as in the first picture. I have shortcuts in the “ Application Shortcut Folder ” section. Yes, this should ease the situation.
But still there are extra actions.
It would be much easier to select with a shift or ctrl and drag with the mouse.
