File Associations and "Open with ProgIDs"

It does not appear possible to create a file type association to use the "open with ProgIds" so that we can add additional verbs to existing file association lists. This would be desirable for both MSI and MSIX outputs.

Follow-up for anyone reading this thread. I rebuild the VMs used and the issue disappeared; it is not a repackager issue but just something that happened to one of the VMs.
