I can't add New Text File Update. This option is available only for Enterprise edition. Can I add text file instead?

Is it possible to add custom action(run fully fledged C# custom actions) from the Dialogs?
For example when the user will click on the next button of the licence agreement form ,execute c# code and only when I will done my code continue to the next dialog.

What I tried to do that Install in a custom folder.

I don't know why but the file doesn't copy in the C:\ProgData\Test\Data\Test1 folder

After installation I want to copy the database in the special location on the disk.
For example: C:\ProgData\Test\Data\Test1.
The basic (New File Copy/Move )option doesn't allow to do this operation or maybe I don't know how to do.
How can I?
