I even get the error when loading a sln without an Advanced Installer project in it.
I tried your workaround, but it doesn't work.
It looks that when upgrading to VS 16.8.2 Microsoft.VisualStudio.Threading, Version=16.8.0.0 is replaced with a newer version.

When opening my aip package from visual studion 2019 I get the following error

When clicking Ok, AIP opens as expected.
