The user issue is manifested in the service user (the one Max mentioned above being removed and rolled backed) not being able no longer access the application embedded application resource in the lib dll (or more accurate, the security sensitive parts of the resource ???) as a service a .net exe run...

I am still unclear as to why you are arbitrarily choosing to compare the entirety of the subject data and NOT just the O = Organization Name and maybe additionally the CN = CommonName; all other data is subject to regulations, the cert issuer, and even location. I understand, but then, particularly, the Stop more so than the Start becomes a worthless custom action since I should always be coupled with checking to see if the service was started, or even exists. One is better off using either a windows installer custom dll call/method, or a powershell script....
