If the file is in use by a process, I'm afraid that it is not possible to overwrite it.

The only solution would be to know the process that keeps the file in use and stop that process.

Hello,

Please note that this is the normal behavior of Windows Installer.

The upgrade removes the old version completely (including shortcuts) and then installs the new version - this is how an upgrade works.
