Why it is not possible to deinstall previous installation?

Why it is not possible to deinstall previous installation sometimes?
I change a new setup project every time but something uninstall works and something I become the message box
"Another version of this product is already installed. Installation of this version cannot continue. To configure or remove existing version of this product, use add/remove Programs on the Control Panel".

Why I can't simply uninstall previous project with installeer? Our users don't know what the Control Panel is.

It was only a sample. We have at least a new one.
You can try delete installed files after installation manually then unstall doesn't work too.
For us it was a lot of situation by the testing when we can't do anything with installer.
