What order do the custom actions and the merge modules run. I have a custom action that depends on one of the merge modules having been installed. When I test the install it fails because the merge modules has not been installed.
Its possible that I have something else configured incorrectly but I want to know, should the merge modules be installed before the custom actions are run?
