LZMA workaround (as suggested in another thread mentioned here) worked. It does pop up the warning but allows installation to continue.

We guess CA Root Certificates on that server were probably out of date as it did not have internet access (although it was setup to receive updates from another server).

We had a further follow up from our customer regarding this issue. Although LZMA workaround helped they continued investigating.

They first updated root certificates but that didn't help. However, when they followed up with opening ports 80 and 443 on the affected server suddenly the issue went away and they were able to go through a successful install with our standard installer (SHA256 + CAB).
