Launch Conditions

If my software isn't installed on a computer, I always want the installer to run. If a previous version of the software is installed but a specific file in the installation isn't present (i.e an older version), I want to stop the installer. How can I do this with a launch condition. For each new version of my software I create a full installer with a new product version.
