Cannot Launch An EXE From Finish button Of Exit Dialog

Using AI 15.8. I've tried "Launch EXE With Working Directory" and "Launch File" as a custom action w/o sequence.

Here's my setup for "Launch File":

Here's the log file error I keep getting now matter what settings I use:

I'm running out of things to try since "Launched Installed File" seems to be broken in 15.8.

This might be our problem with the EXE, checking....

This worked fine, built EXE was the issue.
