(15.8) "Visual Studio 2015 Shell" installation when building a project

Hello,
we're having trouble with one of our setups on a developer's computer. Namely, when building the project a "Visual Studio 2015 Shell (Isolated)" is installed (~ 30min installation time). This breaks off with the message "install server not responding" and the build continues.
Unfortunately, this behavior occurs with every build execution of this project.

Can you help me with this?
