I have a scenario where I need to conditionally show first time install dialog after reboot even installer is already installed and registered under programs and features for the user. Is there any way to have conditional show first time install dialogs to the user after installation?

Hello,
If the reboot is happening after the installation, I am afraid it is not possible to show a dialog from the "First Time Install".
If I am not mistaken, this is done automatically by the OS, i.e. - if during an installation, a reboot is done, the OS automatically detects the fact that an installation was in progress and then launches it after the reboot.
