The changes that the new Windows 11 and Windows Server 2022 brought are not that drastic that a normal MSI/EXE would not work on it.
"Add Windows Server 2022 to Supported Windows Versions list for prerequisites"
Perhaps the name is a little bit confusing here, indeed.
The above means we have added Windows Server 2022 to the list of supported Servers when you, for instance, add a Windows Feature Bundle.

Now, you can specifically choose to install a feature bundle that might be specific to Windows Server 2022 (i.e. it exists in WS2022 but not in WS2016).
"Predefined launch condition for Windows Server 2022"

The above basically means you can now prevent your setup package to be installed on Windows Server 2022, if you need to.
