18.9.1 Upgrade - Installation failure

Whether the issue is specific to this version or not is hard to tell, but it must be a very recent update.

I have an installer package that has started to fail without any actual changes (only an upgrade). The installation stage seems to complete successfully then it jumps straight into a rollback the final error code is 1603 but there are no other errors in the log.

I have the installer on several machines and different OS's all the same.

I can confirm this is only occurring in 18.9+. I rolled back one of our build hosts and 18.8.1 works fine. I have emailed a log file for the failed install.
