Downloading resource files archive ...

In a competitor installer, if you place the resource file that needs to be downloaded in the same directory as the installer itself, the installer doesn't actually download it again. This is a boon for testing installations with large downloads.

Can this be implemented?

Unfortunately, I'm afraid that this is currently not possible.

However, I will add this on our TODO list of improvements and hopefully we will have something similar in a future version of Advanced Installer.
