This property is being set when "Use Enhanced User Interface" option is checked in the Global Properties page. Here are more details about Enhanced User Interface option.

I assumed this to be the case, though no where in the Help file or on this site via search was this property to be found and explained that it points to the Enhanced User Interface.

So "External UI" = "Enhanced UI"
