Spanish International Sort

Is it possible for the Spanish (Spain) International Sort to be the default language if the Windows Display Language is in any of the Spanish variants?

I've tried to use a customaction but cannot seem to read the HKLM\Software\Microsoft\CTF\SortOrder\Language\00000000 field during the InstallUI or BootStrapperUI sequences to default any Spanish display language to "3082"/Spanish (Spain) International Sort

If possible, could you please give me some more details about what you are trying to achieve here (some screenshots would help, if you could provide)? I'm afraid that your scenario is not quite clear for me.
