The Setup should be started with a fixed Default language, e.g. always German, independant of any OS language. In General we want to offer only German and English language selection, but German language should be shown as Default any time the Setup starts.
What must be done to get this behavior? Thank you.

I'm afraid we don't have support for this.
When a multilingual package is created, the available User Interface Language configurations options are the ones from the Languages Tab from the Translations view.
