Chinese translation is not applied to the maintenance dialog.

I've tested this scenario of yours on a Windows 10 machine and it looks to be working as expected:

From your screenshot, I'm assuming you are on a Windows 11 machine. If possible, could you please try that on a Windows 10 machine and let me know the results?

Also, do I need to restart the machine after adding the language and then changing the Regional format? From what I could see, this is not required but I just wanted to double check this as well.

Yes, I am using Windows 11, but I don't think, restart will fix the issue. One of our machines always has Portuguese set as the regional format in which we found this issue.

I indeed managed to reproduce this and forwarded it to our development team for further investigations.

Thank you for bringing this to our attention.

Until then, I would suggest trying to use a classic theme without the "Enhanced User Interface" option enabled from "Themes" page --> "Settings" tab.
