Ok. Now it is now working (the Wizard) What I had was AI 7.0.1 and AI 7.1.1 installed side-by-side (wanted to first make sure 7.1.1 was operating correctly). Using the "New Patch Project Wizard" on the second dialog (Patch images) where the old and new MSIs are selected, when I select either one, the results are not entered into the editbox and the "Next" button remains grey.

Bootstrapper and MS Explorer
When I start the Bootstrapper exe from MS Explorer, and there is a prerequisite which needs to be installed, the setup window always goes behind Explorer and is not automatically the top-foreground window.
