Custom Setup Excludes Select Location

Why should Select Location and Custom Setup be imcompatible with each other? I would really like for my users to be able to customize their install AND choose the location it gets installed to.

Can anybody suggest a way around this?

The Custom screen allows you to change the Location.
Check the bottom of the Custom Dialog Screen.
