If for whatever reason the installer fails creating the user or assigning the group to the user account what would happen? Will it rollback the entire install or just ignore that error and do the remaining part of the installs.
Hoping that it will ignore the error or show a message for user to either retry/abort this way we can have users manually create the user and then retry or rerun the installer.

There shouldn't be any other reason for not being able to create a user except for the fact that the user running the install does not have sufficient privileges, in which case the user can't create the other account manually either. In the case the user already exists, we have the Error Policy radio on the right pane, from which you can control the installer's behavior for this situation. Also, you can condition the installation for a user, therefore you can place a checkbox on the user interface and use that to control whether the user gets created or not. The same applies for groups.
