license sever hangs on license download

We are having a problem running the License Server Configuration Wizard.

When we put in the license key and click Finish, the windows displays "Attempting to download the license..." and just hangs there. This is a Windows 2008 R2 server with our server administrators new "secure server build" (whatever that means). Are there any firewall ports or special permissions required to perform this action?

Our admin doing this has no issue performing the installation so I would image he has the user permissions to the box.

I just got a message back from my server admin. He selected a different port and it is working fine.
