How to deliver library folder to all users Roaming directory?

First of all I have to say that I have read and tried everything at viewtopic.php?t=29047. However, no matter what I do, I could not copy the files to other users' folder, while installing from the administrator account on Windows 10. Let me tell you once more: My adminstrator account's name is Quince. And I created a user that named "Test". I tried given Active Setup Sample. The custom_folder is only set up C:\\Users\Quince location. But I want it to set up both C:\\Users\Quince and C:\\Users\Test locations. If I can do that, I've accomplished other things I want to do.
