CLI opening Generate a new Product Code dialog box

Advanced Installer version 21.4

I've created a new installer and when I try to run it from the command line, it always opens up the "Generate a New Product Code dialog box. This is preventing me from moving forward with automating that install (it also simply hangs TeamCity when included there). Is there a setting that I'm missing on this install which would force that and I wouldn't have to interact with it at all? I have four other installs which don't have this issue.
