Bootstrapper Prerequisties won't run silent

We have enterprise version of AI.

2 of 3 prerequisites will NOT run in silent mode in windows 7 x64 and Windows XP (.NET 4.0 prerequisite runs silent)

I'm running my installer like this:

installer.exe /exenoui /qn
