Files time doesn't convert to local time

I have tried a lot to fix it.

Suppose my files has been modified, created, last accessed in GMT+8 10PM. I made a installer .. Someone installing it in GMT +6 the time of the files should be converted to 8PM as local time right?? But the installer setting the time as GMT +8 to a GMT +6 system.. By default it should be automatically showing local time because of timestamps.

I really need this help.

Unfortunately not. This might indeed be a limitation if Windows Installer that I'm afraid we can not do much about.

I would advise not relying much on timestamps as they are easy to mess up, either on purpose or by accident.

Could you please let me know why you'd need to rely on timestamps to see whether we can find another way of achieving the same?
