The reboot is not a custom action, so far as I can tell.
I have not added a custom action for reboot.
On the Product Information -> Install Parameters,
I have chosen Reboot behavior: Force Reboot after install.
However, this also forces reboot after uninstall. I only want the reboot at install.

I had the same problem with AI 11.4 and VS 2012. The prerelease build fixed the problem for me.
