Unable to edit summary info

I'm trying to add the neutral language code to my multi-language .msi by following the steps in this post: viewtopic.php?f=2&t=29094&p=76677#p76677

Despite building the .msi successfully with the change, orca and insted don't show the neutral language code in the summary info (only the localizations 1031, 1033, 1036 - no "0")

Has something changed? Is the advice in that post no longer current? How can I add the neutral language code?

I'm using AI 21.3.
