We have been using the Adv Installer Tool in our Azure DevOps pipelines (on-prem) for a couple of years now with no issues. In the last few days we have started to see these errors:

Can you explain why we are seeing the error "unable to get local issuer certificate"? Note, I updated to version 22.x a couple of weeks ago, but only started seeing this error in the past few days.

Are you still able to reproduce this?
Me and a colleague of mine both ran some tests and we weren't able to reproduce this, making me think that perhaps it was just something sporradic on your end.
If you still manage to reproduce this, could you please try to manually install advinst.msi on our on-prem machine and then rerun the build pipeline and let me know how that goes?

We already had an installation of Adv Inst on our build server, in fact to work around this issue, I disabled the build step that runs the 'Advanced Installer Tool Installer' and instead pointed the build call to the correct folder for our installed copy and that was working.
I just removed the workaround and tried the build again and it went through. So, it does seem like it was a temporary error situation.
At least I have a workaround in case it happens again.
