Windows Installer cannot be accessed

Ok, recently, and I don't know why, my Windows Installer has stopped working. whenever I try to install anything that uses Windows Installer it sits at the Preparing to Install popup screen for a couple seconds and then gives my a message that says "The Windows Installer Service could not be accessed. This can occur if you are running Windows in safe mode, or if the Windows Installer is not correctly installed. Contact your support personnel for assistance." I have tried to reinstall it but when I try that it says the service is already active. I don't think I am running Windows 2000 in safe mode because I can install software that doesn't use Windows Installer. So what gives?

I am afraid that is not an Advanced Installer issue, more likely a Windows Installer problem on your machine.

Your support personnel in that case would be Microsoft.
