Msi API: 161 Error on Building with shortcuts

After creating a shortcut entry the build will not produce output but produce error:

Exception - Error calling Msi API:161 Method: MsiRecardSetString Table: _Streams

Can you please send us the offending AIP? Please try to isolate the problem by removing all the other elements from the installation (while still being able to reproduce the bug, of course).
