non-administrative users can't run the program
Every once in while I run into a situation where non-administrative users receive a message 'windows cannot access the specified device'. The install is setup as 'per machine only' Why can't general user's access the software?

I'm not really sure why this happens. Please take a look on "Windows cannot access the specified device, path, or file" error when you try to install, update or start a program or file article which may be useful for you. If this doesn't help you, can you try to isolate the behavior in a sample or give us a detailed step by step test case scenario so we can try to reproduce and investigate this?
