Make a separate pre-defined font for the non-bold title text

All the non-bold text in the banner portion of the dialog, e.g. "Please read the following license agreement carefully", uses the default font for all other controls. The bold text, however, uses a custom DlgTitleFont. When using non-white background images for the banner, it's necessary to change the font color for all banner strings. This is simple to do for the bold strings, but requires a lot of manual fiddling to change the secondary strings.
