unmatching digital signature between exe bootstraper and msi

HI

My installer is working fine in a system having internet connection. But when we try to install the application in a system without network, I am getting the error message "unmatching digital signature between exe bootstraper and msi". "Enable Signing" is already selected in installer. Can you please help me to fix this issue

If there are any confidentiality concerns, you can also send us a small test project which replicates this behavior.
