I've rebuild the installer like 10 times, playing with settings, and it keeps turning out like this. Any idea why this is?

In the picture on the left, is how the preview shows in the Theme, and it looks great. On the right, is how the Installer actually turned out, with the normal windows boarder all around it.

I've tested your scenario but I cannot replicate it.
Can you please make sure that the Always (install, uninstall and maintenance) option is selected for the Enhanced User Interface? You can activate this functionality from the Themes > Settings page.
