Bootstapper and MSI not signed?

AI Version 7.1.1

I am having a problem with this version on VISTA concerning the bootstrapper exe and the MSI.

VISTA reports that it is an unidentified programm when:

1. The bootstrapper Exe starts.

2. The MSI runs, (makes no difference if started from the bootstrapper or started independently).
In the MSI it happens after installation begins and the status is being determined on the setup progress window, (progress indicator doesn't show any progress yet).

Looks like some things are not being signed.

I tried with EUI turned off and it makes no difference*.

This is a matter of urgency for us because we need to get our update out to the customers.

P.S.
* I had this problem before the update, when the EUI was a separate exe file, and turning it off solved two problems
1. The one mentioned above for the bootstrapper.
2. And secondly, instead of #2 above with the message "...unidentified program", MSI just ended with an error in the same place.
